In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

“Dziennik Gazeta Prawna”: It cannot get any worse


“Managers have a solution for every problem. Officials have problems with every solution” – these words of distinguished German lawyer Guenter Hartkopf concisely define the aversion of fiscal administration towards propositions aimed at introducing order into tax law.


The newest achievement” of the tax authorities in this regard is the inconceivable and absurd opposition to introducing the in dubio pro tributario principle, as suggested by President Komorowski. The Ministry of Finance started attacking the draft immediately after it was made public. – The principle is not formulated clearly and it does not appropriately express the statutory interpretation, so it may cause serious disagreements as to how to interpret and apply it  – stated Viceminister of Finance Janusz Cichoń in an interview with “Puls Biznesu”, while at the same time declaring his support for the presidential initiative – which appears to be a contradiction.


The future of Polish business  – but all taxpayers as well, as bad law impacts everyone ­ – is in our hands. An agreement beyond partisan divisions, determination and decisiveness are necessary for the reconstruction of the tax system to start as quickly as possible – writes Andrzej Malinowski, President of Employers of Poland.
