Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

"Rzeczpospolita”: Dzerzhinsky in a mobile phone salon

It would appear that ministers Szczurek and Kapica can no longer surprise me, because I have seen it all. As a result of their efforts, I recently devoted a lot of time to tax law and its application. For a while I was under the impression that I could not go deeper. That I have reached the bottom. Congratulations, gentlemen. You managed to sink even lower, as you always do President of Employers of Poland Andrzej Malinowski writes in „Rzeczpospolita”.

Malinowski points out that the Ministry of Finance started to combat VAT return abuse in sales of electronic devices, particularly mobile phones. In Poland, such operations are conducted by mafia, which makes tem hard to detect. As a result, the ministry focus on controlling small entrepreneurs.

– It is easiest to get those who act legally and openly. They are charged with making transactions which were not economically justified. Who decides whether that was the case? Officials. And how are they to decide? Always against the entrepreneur. According to Dzerzhinsky’s principle that there are not innocent people, only incompetent interrogators – stresses the President of Employers of Poland.

He also emphasizes that the recent NIK report on tax offices presents them as incompetent, inept and focused on small companies. This picture is confirmed by other sources. In an interview with Natemat.pl, Mieczysław Sajler, tax inspector with 22 years of experience and deputy chairman of the tax controllers' trade union, says that tax offices are powerless when confronted with big and dangerous organizations, so the officials are told to persecute smaller companies and threatened  with bonus cuts or even a reduction if they do not comply.

Why do all that? Why destroy successful businesses?

– I have a theory. This is an extreme Italian strike by ministers Kapica and Szczurek. They decided to dismantle the tax offices and the ministry as a whole from the inside. They will make it an object of hate and deprive it of any social trust which such an institution should enjoy President Malinowski concludes.
