Do you remember vignettes for trucks? Several years ago they had to be substituted by a digital toll collection system. They were intended as an infallible way to provide the National Road Fund with resources to build highways and expressways. In the final days of the vignette system, over 90 percent of income was spent on maintaining it and for compensation for private road managers. The idea – simple and apparently good – has turned into its own bureaucratized caricature – writes President of Employers of Poland Andrzej Malinowski in “Rzeczpospolita”.
According to Malinowski, most programs based on subsidies and compensations are inherently ineffective, as indicated by attempts to create support for programs providing affordable housing to young people, such as “Mieszkanie dla młodych” – which, due to excessively formalized procedures, has ca. 20 000 beneficiaries.
– It is hardly a surprise that providing a fishing rod works better than just giving fish away. Only programs providing support to developers building affordable flats can be effective. What is more, we have a unique opportunity to fuse affordable and environment-friendly housing, which would be a marriage of supposedly opposite qualities. EU funds and the renewable energy source act passed at the end of the year mean that in a few years environmentally friendly housing investments may prove to be the key to solving the problem of housing for young people – assesses the President of Employers of Poland.
Malinowski stresses that such projects were presented at meetings organized by Employers of Poland over two years ago, and if not for the inexplicable delays in passing the renewable energy act, the first owners would already live in environmentally friendly flats.
The President of Employers of Poland is disappointed the decision makers failed to recognize the great opportunities provided to the construction sector by a quicker passing the renewable energy act. – I do not claim that all problems will magically disappear once we implement it, but the path to eventually resolving them will surely be opened – of course not by giving the initiative to officials, but to entrepreneurs.
