Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

“Rzeczpospolita”: Dialog a la Kolorz

This February, unions from the Jastrzębska Spółka Węglowa got what they wanted and got rid of their arch enemy Jarosław Zagórowski. They have been fighting him for several years, successfully blocking reforms necessary for the company to be saved. Today, they should weep bitterly for him – but first, they would have to admit before the employees of JSW that they cheated them – President of Employers of Poland Andrzej Malinowski writes in “Rzeczpospolita”.

Malinowski admits that it is hard to have good results when the coal prices drop six-fold over two years, but he also emphasizes that in his view it was the February illegal strike that was a nail in JSW coffin.

– The cost of this strike is 460 mln PLN at a minimum – over 100 mln more than the savings Jarosław Zagórowski tried to impose on his employees. The company lost, the employees lost as – let me remind you – miners are not paid for the time spent on strike. Who did not lose? Union officials. Accustomed to their cozy posts, they got the money and retained their jobs! – writes the President of Employers of Poland.

Malinowski also reminds readers of some other figures illustrating the scope of union indulgence in JSW. According to the company’s own reports there are 65 unions – the total number of employees is a little under 25 000. In the last half a year, a particularly difficult time, the number of unions increased by 12, while employment was reduced by 700 people. These reductions did not affect unionists as the number of union contracts of employment in that time increased at a rate of 2 per month and is now at 115.

– You do not need a doctoral degree in economy – elementary school education will do – to add two and two, and to know that such moves by Dominik Kolorz’s team have to end with economic catastrophe! – he remarks.

The President of Employers of Poland opines that union leaders should be ashamed, as they fought the board not over jobs or conditions, but over their own posts, threatened by Jarosław Zagórowski.

– Soon, the Social Dialog Council will start its work. In February, Dominik Kolorz’s people demonstrated, how they want to conduct dialog – through blackmail and threats – and they continue to demonstrate it today. I hope that they do not succeed in imposing this approach on the rest of our partners. As wise men say: do not dispute with an idiot: he will drag you down to his level and then defeat you with his experience – concludes Malinowski.
