The Ministry of Finance is ready to establish a special purpose vehicle which will prepare IT tools to combat VAT fraud. There is already a candidate to chair the entity, a statute and an office are ready as well.
The SPV will be tasked with preparing one of the most complicated IT solutions for tax authorities – a tax central invoice register. The company will elaborate analytical tools for detecting abuses and suggest companies for tax control.
However, one of the most pressing problems is the protection of sensitive data and trade secrets, which will also be part of the system, from falling into the hands of unauthorized persons and entities. The data in question include information on business activities, often classified – such as the value of transactions, contractors’ data, prices, margins of profit etc.
– Such knowledge has immense market value and cannot be used in an unauthorized manner – states Mariusz Korzeb of Employers of Poland. – Moreover, it is important for the register to function properly from the very start – he adds. Meanwhile, experiences with large IT programs conducted by public administration show that this often hard to achieve. For instance, the e-PUAP system has not reached full functionality yet and the e-tax project took around 10 years to launch.
