In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

For stubborn officials, the „100 changes for companies” package is a 100 changes too many


– Deregulating the economy is much like the yeti: many talk about it, but nobody has ever seen it. Most likely nobody will, because another attempt to remove unnecessary and costly administrative barriers, the “100 changes for companies” package, will be met by heroic opposition on the part of all kinds of offices and officials – experts of Employers of Poland Arkadiusz Pączka and Piotr Wołejko write in “Rzeczpospolita”.


– Entrepreneurs should know how a control will be conducted, what are the possible demands of controllers and how long a given procedure can last. (…) The days when officials had rights and entrepreneurs had duties only are gone, never to return. Now both parties have both rights and duties –  the authors emphasize.


– The changes proposed by the Ministry of Economic Development will surely civilize the relations between the administration and business to some extent, but they will not change the mentality and attitude of controllers. Even if their opposition is eventually breached, the officials’ actions thus far raise doubts as to whether they will be able to apply these principles in practice – summarize Pączka and Wołejko.
