In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

Rzeczpospolita: Officials do not have relish for freedom of companies


Consultations on the new law on economic activity showed how difficult it will be to put it into effect.

Consultations on the draft assumptions of the Act – Law on Economic Activity, which is to be a kind of economic constitution, are drawing to an end.

– The law is so heavily attacked by the officials that the Ministry of Economy will need great determination to implement it – warns Peter Wołejko, expert of Employers of Poland. – Representatives of other ministries and public institutions throw one’s full support behind maintaining the status quo.

A good example is the project conference that took place last week.

–  Officials gathered there argued that the changes will cause paralysis of the administration and the inability to make decisions. They argued that it was better to leave everything as it is, and entrepreneurs will manage somehow – reports Wołejko.

The principle of the presumption of entrepreneurs’ honesty and in dubio pro tributario principle, according to which interpretation doubts should be resolved in favour of the entrepreneur, were particularly strongly attacked.
