In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



Satisfactory amendments to the draft amendment to the Public Procurement Law


The Employers of Poland are positively disposed to the effects of the work of a parliamentary select subcommittee on considering the government's amendment to the Public Procurement Act and the Act on concessions to public works or services.


In the course of inter-ministerial arrangements, at the request of the Ministry of the Treasury, the draft amendment to the Public Procurement Law was supplemented inter alia with a regulation providing that the company with which a contract of high value – EUR 10 million for supplies or services and EUR 20 million for public works – will be terminated by any contracting authority, will not be allowed to compete in any tenders for three years. The Employers of Poland are critical of the proposal for the new regulation. The proposed regulation would allow for the elimination of contractors from the public procurement market without a judicial decision.
