The Minister of Family, Labour and Social Policy Elżbieta Rafalska has submitted the draft of the bill on state support in child-rearing. Social partners have can submit their comments on it until January 22nd 2016.
The draft in question is a realization of the government’s main promise with regards to pro-family policy. The Family 500+ program involves a monthly payment of 500 PLN for parents and legal guardians for the second and every subsequent child up until adulthood. The poorest families would receive support for the first child as well.
There can be no doubt that in light of low fertility, aging of the population, negative migration balance and resulting unfavourable demographic forecasts, so new solutions in pro-life policy are urgently needed. It is particularly important that new tools improve both fertility and the quality of life of families.
The solutions included in the draft will surely create a sizeable financial burden for the budget. Therefore, the voices of economists, families, sociologists and social workers will be particularly important at this stage of the legislative process. Taking their comments into account may have a tangible impact on the efficiency of pro-family support. Furthermore, it would be worthwhile to take a closer look at similar support systems forming a part of pro-family policy in other countries.
