Entrepreneurship growth, particularly support for innovation – such are the priorities for implementing the 2014-2020 financial perspective according to undersecretary of state in the Ministry of Development Paweł Chorąży. During a meeting of the European Funds Platform, members of Employers of Poland and members of Monitoring Committees could get the information they needed straight from the minister.
As explained by minister Chorąży, guidelines for the new perspective emphasize the use of funds in areas of Polish economy which are key for its competitiveness. – The 2014-2020 perspective is much tougher than what we have dealt with before – he told the Information Agency of Employers of Poland. – The projects are more complex – they are not simple investment projects. They require applicants to show a strategy, an element of innovation, as well as fit into national and regional goals – he explained.
The Ministry is currently finalizing works on a plan for improving the efficiency of implementing Operational Program within the Partnership Agreement – it is intended to significantly improve the procedures of establishing schedules and criteria.
Participants highlighted the problems they have encountered thus far – including clauses aimed at restricting the number of beneficiaries. The minister admitted that not all regional solutions are equally good and that they could be standardized. – There is one thing that should be kept in mind of which the regions do not seem to be fully aware. Now they are financially responsible for the corrections that will be made in regional programs, unless the corrections result from the need to adapt to legal changes. This may be a painful lesson for many regions if they do not take it into consideration – Chorąży warned.
During the meeting, Director of the Department of European Funds of Employers of Poland Dariusz Kapusta presented the Organization’s plans with regards to the 2014–2020 perspective – based on the Platform, the Taskforce for European Funds by the Social Dialog Council and Monitoring Committees.
According to Chairman of the Platform, Vicepresident of Employers of Poland Mirosław Ślachciak, the meeting help clarify important issues with regards to the acquisition of European funds. He stressed that the main problem was the standardization of procedures. – They should be unified based on guidelines elaborated by the Ministry of Development – the meeting with Minister Chorąży has shown that in this case we think similarly – Vicepresident Ślachciak assessed.
