Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



Indications of the Entrepreneurs’ Optimism Index on the assessment of the current business situation below 100 points


April brought a continuation of trends recorded in recent months. As a consequence, the index of the assessment of current business situation is showing a slight worsening of the business condition of companies participating in the survey – such are the indications of the Entrepreneurs’ Optimism Index, based on a survey conducted among members of Employers of Poland.


In April, the Index assumed the value of 99.5 points with regards to the assessment of the current business situation, compared to 100.6 points in Mach. The prognoses for the next six months are also less optimistic, dropping from 93.2 points last month, to 92.8 points in March.

 April brought yet another decrease in the value of both main indices. On average, for the first time since November 2014, respondents felt a decrease of their business situation compared to the month before – the relevant sub-index dropped below 100 points. However, an optimistic twist is provided by the fact that since the turn of the year the rate of decrease of the main indices is steadily dropping. Although pessimistic moods dominate among respondents, still there are more entrepreneurs who intend to increase their investment expenses than those who intend to cut them.


April was most favourable for transport companies, who increased their turnover and expect further improvement in the coming six months. The moods are most pessimistic in industry and mining the cause of which is the lower demand for their products. Construction companies assess their condition – both current and in the immediate future – as relatively weak. Similarly to earlier editions, the  showings of the financial sector is poorer, but  they are expected to improve. The situation of service providers and retailers is relatively stable. Of all the sectors under study they plan the biggest increase in investment.


Central Poland (Mazowieckie and Łódzkie voivodeships) are leaders in optimism when it  comes to the future, with figures of over 100 points. However, in terms of assessment of the current situation, the South and the East are the most optimistic.
