In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



Five good years – Andrzej Malinowski reelected as President of Employers of Poland



President of Employers of Poland Andrzej Malinowski has been elected for another term. Together with the Council and Presidium he received a vote of acceptance for the 2011-2016 term at Thursday’s General Reporting and Election Meeting of Employers of Poland.


– I stand before you proud, with my head high, with the conviction that I delivered in fulfilling the tasks you entrusted me with. Yes, I am proud, because thanks to our unity we have met most of our objectives – these were the words of welcome President Andrzej Malinowski addressed to representatives of the companies associated by Employers of Poland. In his speech, he underlined that five years ago, the organization represented over 7500 companies – now the number has risen to 12 000.


– We set ourselves challenging tasks for challenging times. We acknowledged the black clouds gathering over world economy. We had to provide an impetus for entrepreneurship, strengthen competitiveness, shake off the chains of restrictive regulations – said Andrzej Malinowski. – Our path has been marked by responsibility, consistence and effectiveness, Responsibility for Polish economy. Consistency in meeting our objectives. Effectiveness in achieving the intended results. This triad has brought us success – he emphasized.


In recent years, Employers of Poland have decisively opposed bureaucracy, recognizing its role as one of the biggest obstacles for the growth of entrepreneurship. Since 2011, they have managed to contribute to the passing of several deregulatory acts. As a result, simple declaration substituted certificates in over 200 administrative procedures. Savings generated by deregulations can be counted in billions of zloty – sums that are now at the disposal of entrepreneurs. Another important goal was the improvement of the efficiency of public institutions, as well as making offices and courts  issue decisions and rulings quicker.


Changes were introduced to the particularly malfunctioning public procurement law. However, this area requires a complete reconstruction, rather than amendments. – There is a light at the end of the tunnel. In the second half of 2016, within the framework of a dedicated working team of the Social Dialog Council, social partners and representatives of the Ministry of Economic Development will start working on guidelines for the new public procurement law. The new act could include most of the solutions suggested by Employers of Poland – said Andrzej Malinowski.


One of the achievements of Employers of Poland is the introduction of the principle of resolving interpretive ambiguities in favour of the taxpayer (in dubio pro tributario). Despite the resistance of administration officials and the efforts to obstruct the legislative process.


– Our organization strives to help create an entrepreneur-friendly state, but with deep respect for workers’ rights. The economy has to develop responsibly and economic concerns should never fully dominate over social ones –  declared President Malinowski. – Therefore. Employers endeavor to create harmony between employers and employees. We have appropriate knowledge and tools for that. This is our competitive advantage. Employers of Poland are a brand: prestigious and reliable. Membership in Employers of Poland can be seen as a certificate of trustworthiness. Our motto is “knowledge, strength, vision” – he concluded.
