Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



Changes in the Code of Administrative Procedures will improve relations between entrepreneurs and administration


Employers of Poland have long urged administration to change its approach to citizens. The introduction of the in dubio pro libertate principle in the Code of Administrative Procedures is another step towards improving relations between entrepreneurs and administration officials: after the in dubio pro tributario principle. The introduction of mediation and conciliatory conflict resolution is another positive development.


However, one should also keep in mind that the execution of the aforementioned regulations will be decisive. Even the best law will change little if it is not put into practice. Therefore, a change in the officials’ mentality is needed, as they are often prejudiced against entrepreneurs.


Employers of Poland appreciate the fact that these solutions were elaborated in cooperation with social partners, in the course of social dialog, and include many solutions suggested by employers’ organizations.
