In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



The debate over changes in the basket of guaranteed benefits is essential


According to the Employers of Poland, the obligation to enact anew all “basket” regulations is a great opportunity for them of becoming more efficient.

The Ministry of Health is obliged to prepare anew all the so-called “basket” regulations till the end of the year. According to the Employers of Poland, it is a great opportunity for their correction and carrying out the health priorities of the state.


Currently, in directives there are most of the possible medical procedures to be performed by physicians. The Poles have the right to use them and the National Health Fund is obliged to finance them. But the reality is different.

- Hardly anyone knows what he/she is entitled to and what there is in the so-called “basket”. Besides, the directives determine indeed that the patient has the right to use certain procedures, but they do not say when he/she is supposed to get them. Experience shows that the availability of this seems illusory – says Andrzej Mądrala, the Vice President of the Employers of Poland.


Therefore, according to the Employers of Poland, it is necessary to organize an informed debate on the changes in the basket of guaranteed benefits.
