The result of the vote in the European Parliament on the so-called tobacco directive can be considered as a compromise, but it is very difficult to be accepted by the government of Poland and the MEPs.
The very entry into force of the provision on banning the production of menthol cigarettes may result in the loss of budget for the unpaid excise taxes of approximately PLN 4.5 billion. Producers and tobacco growers would lose most, and it would be best profitable for smugglers. The government should lobby for the abolition of the so-called list of positive additives to tobacco products. Leaving this provision may result in making a decision to liquidate about 40 % of tobacco growing.
The regulation concerning the obligation to introduce a monitoring system for each pack of cigarettes - from the time of its production until it reaches retail shop - is also a matter of concern
The Employers of Poland welcomed the European Parliament's position on e-cigarettes. It is good that they will not be considered as a medical product, and will remain – as it has been so far - a consumer product.
