Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



The proposed new construction law is a risky concept


In the Ministry of Justice, works on the project of amendments to the Civil code and other acts are underway. A key amendment would be a change in construction law, which would interfere with property law.


With regards to smaller parcels (which cover a significant portion of big-city landscape), establishing this construction law will effectively mean restricting property law. The owner will de

facto be unable to use his parcel. For this reason, instead of creating a new property right, regulation regarding the institution of perpetual usufruct, already existing in the Civil code, could be amended by broadening the possibilities of establishing this right.
