- Increasing the tax burden may be a bad idea, even from the point of view of narrowly defined interests of the Budget. This can be clearly seen in the case of cigarette sales - says Łukasz Kozłowski, an expert of the Employers of Poland.
The sale of cigarettes to wholesale companies fell in 2013 by more than 10 per cent compared with 2012. This demonstrates the rapidly growing scale of smuggling, because the Poles did not limit smoking to such a large extent. And after the January increase in excise duty, it will get even worse as regards the receipts to the nation’s coffers.
Excessive fiscal policy affects the Budget revenues adversely also in the case of the 2011 increase of 1 percentage point in VAT. The revenue from this source in 2013 amounted to approximately PLN 10 billion less than predicted in the original forecasts contained in the Multi-Year Financial Plan for 2010-2013.
