In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

Controversial proposals in the consumer rights bill

- Implementing Directive of the European Parliament and of the Council on Consumer Rights cannot mean extending the scope of application of the act - and that is what the Ministry of Justice has done - as Jacek Cieplak, expert of the Employers of Poland, believes.

 

The Sejm is working on the implementation of the Directive of the European Parliament and the Council. The project aims to safeguard the fundamental rights of persons acting in the course of trade as consumers. However - in accordance with Art. 3, paragraph 3 of the Directive - it does not apply, inter alia, to financial services and real estate development sectors. Meanwhile, the Ministry of Justice has extended the scope of application of the Act to these sectors. The EU regulations state clearly that member states cannot maintain or introduce to in their national law provisions diverging from those laid down in the transposed directive.
