Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

A complaint regarding the tobacco directive will be filed at the Court of Justice of the European Union

– The acceptance of the complaint to the Court of Justice of the European Union regarding the tobacco directive by government  is not only very good news, but also the only justifiable decision that could have been made in this case – comments Grzegorz Byszewski, expert of Employers of Poland.

Poland should take care of its economic interests and file a complaint to the Court of Justice every time a regulation is a potential threat in this regard. The government’s decisions is appropriate. The Ministry of Economy deserves particular praise as it considered the arguments of entrepreneurs involved in the industry.

Statistics show that Poland seldom uses the right to file a complaint, which makes the decision to do so a cause for satisfaction. Making 20 percent of the tobacco products market illegal (menthol products) would sure cause losses for the state budget (estimated at ca. 4 bln PLN) and all other entities involved in their distribution and sale. Illegalizing menthol cigarettes will also cause the black market to grow, as Theban will not change the tastes of those who buy them.
