Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



A constitutional principle obliges the lawmaker to protect interests in progress


The Constitutional Tribunal reminded that the principle of a democratic state governed by the law, formulated in art. 2 of the Constitution, creates other, more specific principles – among them the principle obliging lawmakers to protect interests in progress.


In practice it will mean that the lawmaker has to elaborate appropriate transition regulations, taking into account the situation of taxpayers who in the course of their business activity used their right to depreciation deductions resulting for the right to usufruct of shares in real estate and other non-material and legal assets.
