On March 12th this year the Council of Employers of Poland and the President of Polish Agency for Enterprise Development Bożena Lublińska-Kasprzak met to discuss programs supporting innovation for the period 2014-2020 that will be implemented by PARP.
In the new financial perspective, the key will be the following areas: business development and innovation, innovation-supporting services for business, internationalization, start-ups and clusters, road and transport infrastructure, development of human resources. Compared to the previous programming period, the funds for the last are not transmitted by PARP in the form of subsidized training programs for employees. In addition, R & D, which previously was one of the priorities of PARP, now moves to the National Centre for Research and Development.
PARP will implement activities within three Operational Programmes: Intelligent Development (1.94 billion euro), Knowledge Education Development (90 million euro) and Eastern Poland (1.64 billion euro).
The Registry Development Services (RUR) raised most questions. It is a platform through which entrepreneurs will be able to choose for themselves and their employees development services (such as: training, counselling, mentoring, coaching), including in services financed from public funds. The conditions to be met by companies that are interested in being on the list of service providers and overly complicated registration procedures for them were most controversial. PARP is still consulting selection criteria and invites companies to express their views on that.
