Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

Loans at ARP S.A. – a financial alternative for big companies

ARP loans are a supplement and sometimes an alternative for the offer of banks. Financing by the agency is not subject to restrictions resulting from the bank law. Thanks to that, ARP can approach each project individually and flexibly, which results in a.o. the acceptance of a higher risk level, both with regards to the client’s financial standing and the sector of activity.

ARP is distinguished by simple and clear loan rules and a transparent payment system.

Financing is granted to large companies for the following undertakings:

  • investment,
  • restructuring and development,
  • innovation,

as well as for financial liquidity support,  working capital and the realization of contracts and orders.

Basic financing conditions

  • ARP does not require an initial fee for the processing of application and the payment system is as simple as possible – it does not include commissions added to the rates. Financing cost is restricted to a one-off commission for a loan between 0.2 percent and 1 percent, as well as a rate comprising the WIBOR rate and a profit  margin of 0.8-3.3 percentage points.

  • The duration of the financing and the payment schedule, including the waiting period, are established individually for each project. In the case of investments, the loan period is usually 7 years  (with the waiting period including the time until the start of the investment) and in the case of working capital financing – usually 3 years.

  • The condition for financing is to have security covering at least 120 percent of the loan, although in special cases a slightly lower safety level (100-120 percent) can be accepted.

  • ARP finances working capital for a period of up to 3 years, which means that creditors do not have to apply annually for financing to be prolonged. Thus, short-term weakening of the company’s, or even the sector’s, financial condition, does not create the threat of financing not being prolonged.

  • 2.8 bln PLN in loans granted since 2010.

  • Increasing trust shown by the private sector – in 2010, 60 percent of the loan value was granted to entities connected to the Treasury, with 40 percent granted to private creditors, while in 2014, this proportion reversed, with 63 percent of the total loan value granted to the private sector.

  • The current loan portfolio – worth over 1.5 bln PLN – and the sector diversity of creditors (from light to heavy industry, through the food, fuel, machinery and household appliance industry, as well as many others, ARP’s creditors represent 23 sectors).

  • In the last 5 years, the average loan value was ca. 23 mln PLN, the lowest value being 120 000 PLN and the highest value of 150 mln PLN. As of now the minimum loan value is 5 mln PLN.
