In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



Income from gambling tax is increasing



Income to the budget generated by the gambling tax is growing. The total value of tax paid by legal entities on the Polish market in the first quarter of 2015 significantly exceeds the results from the first quarter of 2014. This is a positive development, but there is still a shortage of solutions for effectively combatting the grey market.


The increase in budgetary income – from 30 mln PLN in the first quarter of 2014 to 39 mln PLN in an analogous period in 2015 – shows that the actions of the Ministry of Finance and the Customs Service bring results. However, considering that the betting sector is operated in 91 percent by the grey market, the income could be even higher.


Information presented by the Ministry of Finance shows that the Customs Services has identified 438 internet domains, which could violate the gambling act. There is still no mechanism that could satisfactorily warn gamblers against using such illegal services.


One of the ideas on how to improve the legal awareness of gamblers is to display information on possible legal consequences of using the services of a website when it is viewed.


Restricting the grey market in internet betting will undoubtedly have positive consequences both for the treasury and entities which offer such services legally, as illegal internet betting results in losses of many millions of PLN for the budget and violates the principles of market competition.
