Legislation Monitoring Centre
In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.



Deregulation begins with legislation


According to the Employers of Poland, further deregulatory packages prepared by the Ministry of Economy and the commencement of derationing work by the Ministry of Justice, is the minimum of what should be done to simplify the rules concerning conducting a business activity.


Polish emphasize that the necessary changes in the law making process cannot be forgotten. The experts of the organization have pointed out the need for a comprehensive reform of the legislative process for a long time. The main demands of the organization are:

  1. Strengthening the role of public consultations, observance of the deadlines for their duration and a constructive approach of public institutions to a set of presented comments;
  2. Increasing the transparency of the legislative process by among others ensuring the participation of the social component (stakeholders) at every stage of the legislation and the publication of all submitted posts and responses prepared by public bodies;
  3. Upgrading a significance of the regulatory impact assessment as a fundamental element of the legislative process.
