In Poland there is neither an internet portal nor an institution for employers responsible for monitoring the legislation process of regulations that determine the rules for business activity. At present employers  learn about changes in the law mainly from mass media or simply through the grapevine, usually with delay.

Voivodeship Social Dialog Councils


The Voivodeship Councils are regional tripartite dialog institutions, established by the act on the Social Dialog Council and other social dialog institutions on July 24th 2015. They succeed the Voivodeship Social Dialog Commissions.


Members of Voivodeship Social Dialog Councils:

  • marshall of the voivodeship;
  • delegates of representative trade unions;
  • delegates of representative employers’ organizations;
  • the voivode.


Competences of Voivodeship Councils:

  • expressing opinions on issues included in the duties of trade unions and employers’ organizations and on issues relevant to the competences of government and local administration in a given voivodeship;
  • expressing opinions on voivodeship development strategies and programs included in the duties of trade unions and employers’ organizations, as well as preparing reports form the realization of these documents ;
  • proceeding issue with a voivodeship-wide scope handed over by the Social Dialog Council;
  • presenting the Social Dialog Council and state administration institutions with recommended solutions and suggested legal changes;
  • dealing with social and economic conflicts between employees and employers – if these conflicts are seen as a threat to social peace.
